What Is Proficiency Testing? In science labs everywhere, the government sends test-cases to make sure everything's kosher.  This prevents cheaters like Annie Dookhan from getting away with not working too hard.

The FBI may be worried that some cops are incompetent, despite their equipment and uniforms.  So they make up easy cases to solve (for example "killers" like Austin Sigg) to see how detectives do their jobs (please donate generously in memory of Jessica Ridgeway).  Labs that don't test correctly are closed down or fined.  Police who don't do their jobs right are berated by Greta Van Susteren, who is a very smart woman.

Atlantis
Atlantis is named after a two-masted sailing ship that was operated for the Woods Hole Oceanographic Institute from 1930 to 1966.
Atlantis was a city somewhere near the Bimini Road in the Caribbean Ocean, which the Yucatan asteroid may have obliterated after sinking.
Challenger was named after the British Naval research vessel HMS Challenger that sailed the Atlantic and Pacific oceans during the 1870s.

Columbia was named after a small sailing vessel that operated out of Boston in 1792 and explored the mouth of the Columbia River.
